Franklin J. Rooks Jr. graduated cum laude from Widener University School of Law. While in law school, Frank interned at the Delaware Department of Insurance, and later at the Delaware Department of Justice, Medicaid Fraud Unit. Frank is licensed to practice law in Pennsylvania and New Jersey. Prior to entering law school, Frank earned a Bachelor’s degree in Health Science and a Master of Physical Therapy degree from the Philadelphia College of Pharmacy and Science. Frank also earned a Master’s Degree in Business Administration from Drexel University. As a physical therapist, Frank co-founded PRO Physical Therapy, a chain of outpatient rehabilitation clinics headquartered in Wilmington, Delaware. After growing the chain to 16 locations, Frank and his partners sold the company to a private equity firm in 2006.

Frank has extensive experience in medical billing, medical practice management, clinical documentation and claims review. He integrates his practical experience as a medical business owner with his legal education and experience in striving to achieve of the best possible outcomes for his clients.
